The adorable card is made with the Sock Monkey set on page 51 of the current catalogue.  He comes with the cupcake, hat and balloon accessories (and a few more) and there is an additional Sock Monkey Accessories Set.

Technique Note:  Christy dyed Stampin' Up's ivory grosgrain ribbon by colouring it with a navy marker.  How clever!
